' It is unlawful for anyone in a public place to: engage in conduct that is intimidating, threatening, aggressive, coercive, confrontational or obscene and places another person in fear for their safety or property (A); accost a person in a manner that would cause a reasonable person to fear imminent bodily harm or a criminal act against their person or property in their immediate possession (B); place another person in fear based on the offender's presence within 30 feet of an ATM (C); do the same within 30 feet of a motor vehicle while someone is entering or exiting it (D); engage in intimidating or coercive conduct reasonably construed as designed to induce a person to give up control over their property (E); or create a roadside distraction that impedes traffic or causes a public safety issue (F).

The section defines a public place broadly as any place, in or out of a building, commonly and customarily open to or used by the general public, including any street, sidewalk or right-of-way, so the ordinance reaches sidewalk approaches, intersections and parking areas as well as building entrances. 010. 08, Offenses Against Public Peace and Decency.
