010, no person may ride, operate, or perform acrobatic stunts on a skateboard or other human-powered device on any street, sidewalk, parking lot, or other public place, or on private property so designated, within a specific downtown boundary: the southern edge of the railroad tracks between Main and Omaha Streets on the north, the southern sidewalk on Saint Joseph Street on the south, the centerline of Fifth Street on the east, and the centerline of Ninth Street on the west. That zone covers the entire Central Business District core.

The ordinance carves out narrow exceptions: bicycles and wheelchairs remain legal in that area under applicable law, skateboards are allowed during a parade authorized by the Rapid City Chief of Police, and riders may use any designated bike path regardless of location. Outside that mapped boundary, the code does not restrict skateboarding on public streets or sidewalks under this section. The Common Council last amended the section by Ordinance 6491 in 2021, building on Ordinance 5311 (2007) and the original 1996 Ordinance 3321. 010. Riders and parents should note the rule reaches private property only where that property has been specifically designated, not blanket private land citywide.
