Jackson, TN Public Conduct: Loitering Rules (2026)

Section 15-1004 sits in Title 15, Chapter 10 (Pedestrians), next to the crosswalk right-of-way rule in § 15-1002 and the "jaywalking" rule in § 15-1005, and it prohibits people from congregating "on a street, street corner, or sidewalk so as to interfere with the progress of either vehicular or pedestrian traffic." The rule targets interference with movement, not mere presence: a group standing on a corner is not itself unlawful under this section unless it blocks the flow of vehicles or pedestrians. The Jackson Police Department enforces the pedestrian chapter using the same traffic-citation authority it applies elsewhere in Title 15, and because congregating on a street is not a moving-vehicle offense, § 3-204's schedule of court costs treats it as one of the "all other violations, including misdemeanors" categories, carrying $25.00 in court costs in Jackson City Court on top of any fine the city judge sets.

Jackson's code does not carry a separate, freestanding "loitering" title; this pedestrian-chapter congregating rule is the general provision that reaches blocked sidewalks and street corners.
