020, which separately bars "being or remaining in, or loitering about" any city open space, trail, park area, facility or marine area while intoxicated, a criminal misdemeanor rather than a civil offense. Both provisions were adopted by Ordinance O2021-531 § 3 (Att. A), the ordinance that codified the current Chapter 7A park rules. 010: Parks & Recreation department staff, who post signage and encourage voluntary compliance, and the Sammamish Police Department, which deputizes personnel to issue citations for park infractions and misdemeanors. 020 lets the director impose administrative sanctions, including ejection from the facility and loss of park-use privileges, on top of any citation.

030 governs cash bail for cited offenses. 010, "Unlawful – Determination (Loitering)," by reference as the city's Title 12 public-peace loitering standard. Because that provision is incorporated from the county code rather than rewritten locally, its substantive loitering test is defined in KCC Title 12, not restated in the Sammamish code itself.
