Sammamish, WA Public Conduct: Outdoor Smoking Restrictions (2026)

SMC 70.05.010, "Littering and pollution," does double duty in the Sammamish code: alongside water-pollution and litter statutes, it adopts by reference the entire state smoking-in-public-places framework in RCW Chapter 70.160. That includes RCW 70.160.030, "Smoking in public places except designated smoking areas prohibited"; RCW 70.160.040, which lets owners and lessees designate smoking areas within a public place, or make the whole restaurant or facility nonsmoking; RCW 70.160.050, which requires owners and lessees to post signs prohibiting or permitting smoking with clearly marked boundaries; RCW 70.160.060, addressing how the chapter applies to certain private workplaces; and RCW 70.160.070, which makes an intentional violation, or removing, defacing or destroying a required sign, an infraction with fire officials among those authorized to enforce it.

Because Sammamish did not write its own smoking ordinance and instead pulled in the state statute wholesale, the operative rule for parks, patios and other public places in the City is whatever RCW 70.160 currently provides, not a locally drafted rule. SMC 70.05.020 separately adopts RCW 70.155.080 to bar persons under 18 from purchasing, possessing or obtaining tobacco, punishable as a civil infraction.
