Tustin, CA Public Conduct: Loitering Rules (2026)

Section 7111 declares it unlawful to go on, be in, loiter or remain in any park or playground of the City of Tustin between 10:00 p.m. and 6:00 a.m., or during any other period the City Council designates by resolution or minute order as closed. The Community Development or Parks and Recreation Department may issue special permits allowing use of a particular park or playground during closed hours under the procedures in Section 7113(b), and Section 7111(b) requires the City to post signs stating the closing hours at each affected facility.

Separately, Tustin's general public-conduct obstruction rule in Section 6104 bars standing, sitting or lying, which covers loitering that hinders passage, on any public street, sidewalk, curb, crosswalk or building entrance once an officer has issued a warning, and extends to private property open to the public where a sign has been posted. Both rules trace to Council findings that unsupervised presence in these areas after hours or in a way that blocks passage threatens public safety; Section 7111 dates to Ordinance No. 666, and Section 6104 to Ordinance No.

1069 as amended by Ordinance No. 1287 in 2004. Neither section carries its own fine schedule, so violations fall back to the citywide general penalty in Tustin City Code Section 1121.
