010 makes it unlawful to loiter or stand on a street or sidewalk in a way that unreasonably obstructs or blocks the entrance to a business, public building or other facility open to the public. 020 goes further and bans sitting, lying or sleeping on any street, sidewalk or public way outright, with no time-of-day limitation. 030 separately prohibits loitering or standing in a manner that unreasonably annoys or molests another pedestrian, or that obstructs or interferes with free pedestrian passage. All three sections trace to Ordinance 726, adopted in 1970, and the chapter cites Government Code Section 38775 as the state authority letting cities prevent obstruction of sidewalks, streets, alleys, courts, parks or other public places.

040 carves out specific exceptions: standing in line to conduct business, distributing political or religious literature, walking a picket line, or any other lawful business or reason for being on the sidewalk, so long as the person otherwise complies with applicable rules. 16 instead reaches any sitting, lying or sleeping on a public way regardless of the hour or whether camping gear is involved.
