60 prohibits alcoholic beverages in public places citywide. 020, to consume, drink, ingest, exhibit, display, or possess an open container of any alcoholic or intoxicating beverage in any public place or in any publicly owned or operated off-street parking facility. It separately bans consuming, drinking, ingesting, exhibiting, displaying, possessing, or selling any alcoholic beverage within any park, recreation facility, open space, or multi-use trail owned or operated by the City, a broader prohibition than the general open-container rule because it reaches closed containers and sales, not just open ones.

020 carves out three exceptions: where the state Department of Alcoholic Beverage Control has licensed alcohol sales for that specific public park, place, street, plaza, or recreation area; where a written City permit to possess alcohol there has been obtained at least one business day in advance; or where the City itself sponsors or authorizes the activity. 030 defines "open container" to include any bottle, can, jar, vessel, or receptacle that is open, has been opened, or has a broken seal or partially removed contents, and defines "public place" as any public street, sidewalk, way, alley, parking lot, park, or recreation area. 010 is an infraction.
