(a) It shall be unlawful for any person to possess an open container of beer, wine, or any intoxicating liquor on any street, sidewalk, alley or highway. (b) It shall be unlawful for any person to possess an open container of beer, wine, or any intoxicating liquor on any public or private off-street parking lot or in any common or shared parking area in a multi-family complex. (c) Notwithstanding paragraphs (a) and (b) of this section, it shall not be unlawful for any person to consume or possess an open container of alcohol upon any public street, sidewalk, alley, highway, or public or private off street parking lot if such person has purchased or been furnished said alcohol from premises which are selling or furnishing alcohol as part of a Special Event which has received a permit pursuant to section 12A.12 of this code, and said alcohol is consumed within the confines of the segregated area described in section 12A.10(c) of this code.
