Las Vegas Municipal Code 9.04.015 makes it a public nuisance to host or allow an "unruly gathering" on residential property: a party or social occasion of eight or more people marked by conduct such as overflow parking, blocked streets, public intoxication, underage drinking, drug or alcohol violations, violence, vandalism, litter, or noise disturbances under LVMC Chapter 9.16. Las Vegas Metropolitan Police or another authorized City official can disband the gathering on the spot, and the City may pursue a Notice of Violation instead of criminal charges.
