02(b) as twenty or more people on private or public property whose conduct substantially disturbs the quiet enjoyment of a significant segment of the immediate neighborhood, or threatens the safety of attendees, responders, or nearby residents; the code lists noise, blocked streets, public drunkenness, underage drinking, fights, public urination, fireworks, vandalism, littering, unpermitted live music or DJs, rooftop occupancy, and throwing objects at responders as qualifying conduct. 03 makes it unlawful and a public nuisance for a responsible party, meaning any owner, lessee, or person in charge of the property, or anyone who organizes or controls the gathering, to cause or allow a disturbance, and it is separately unlawful for any attendee to participate in the disturbing conduct.

04, the first police response only earns the responsible party a written warning that the gathering must stop; if officers return within twelve hours, every responsible party becomes jointly and severally liable for the city's full response costs, including salaries, medical treatment for injured personnel, and equipment repair. 05 requires police to mail the owner notice after the first unruly gathering, and any repeat at that address at least two weeks later exposes the owner to liability too. 06(b) makes the parent or guardian who has custody of that minor jointly and severally liable.

Billed parties get thirty days to pay after a bill of charges is served, and can dispute the charge in writing to the city clerk within ten days. 09 layers criminal and administrative penalties: a misdemeanor conviction carries up to six months in jail and a one-thousand-dollar fine, while an administrative citation runs five hundred dollars for a first violation, one thousand dollars for a second within twelve months, and fifteen hundred dollars for a third or later violation, with no warning required before citing.
