Subsection (A) defines City campuses broadly: any City- or Bend Urban Renewal Agency-owned or leased facility where official business is conducted, naming City Hall, the Public Works/Police building, the Fire Departments, the Municipal Airport, Riverfront Plaza and the Hawthorne Station site, and reaching the interior and exterior of City/BURA buildings from the building edge out to the public sidewalk, including parking lots. The same subsection defines smoking as any inhaling, exhaling, burning, or carrying of any lighted pipe, cigar, cigarette, or similar product containing tobacco, cannabis, or any similar substance, so the campus ban reaches marijuana as well as tobacco.
Subsection (C) carves out three exceptions: the public sidewalk within the right-of-way, any area the City designates as a smoking area, and the inside of a vehicle parked in a City parking structure. Violations & Fines
Smoking or using tobacco, including cannabis, on a City campus or in a City parking structure outside the exceptions in BC 5.35.025(C) is a Class C civil infraction under BC 1.40.080, capped at $200.00. Refusing an officer's order to stop and leave the campus is separately chargeable as second-degree criminal trespass under ORS 164.245.
