015(A) is a single flat rule: no person shall urinate or defecate in areas open to the public or in public view except in urinals and washrooms provided for that purpose. The section does not carve out exceptions for medical necessity or lack of nearby restroom access, and it is not limited to parks or downtown; it covers any area open to the public, which includes sidewalks, rights-of-way, parking lots and City parks alike. Because the exception language only reaches urinals and washrooms provided for that purpose, relieving oneself behind a building, in an alley, or in a vehicle parked where the act is visible from a public area still falls inside the prohibition, since neither location is a fixture built for that purpose.
