Lehi, UT Public Conduct: Outdoor Smoking Restrictions (2026)

Lehi City Code § 5-4-2 states plainly that smoking is prohibited in city parks, rail stations and within fifty feet (50') of mass gatherings. The chapter's definitions in § 5-4-1 sweep broadly: 'city parks' covers any city-owned park, public square, ball diamond, soccer field, recreation area, cemetery or public trail, and 'smoking' is defined to include possessing, carrying or holding a lighted pipe, cigar or cigarette of any kind, an e-cigarette, or any other lighted smoking equipment, as well as the act of lighting, emitting, exhaling or smoking one.

A 'mass gathering' is defined as an outdoor assembly of 100 or more people on city-owned property that can reasonably be expected to continue for two or more hours, meaning the 50-foot buffer only attaches to gatherings meeting that size and duration threshold, not to every outdoor event. The ordinance was adopted as Ordinance 32-2015 on May 26, 2015, and later carried into the 2015 Code recodification. Because the definition covers e-cigarettes explicitly, vaping in a city park or cemetery is treated exactly the same as smoking a cigarette for enforcement purposes.
