Title 11.36 of the LA County Code is one of the strictest outdoor smoking frameworks in California. A twenty-five-foot buffer from doorways, operable windows, and air intakes of public buildings, including unincorporated commercial properties, applies countywide. Multifamily housing in unincorporated areas is also subject to a no-smoking common-area rule. Definitions reach combustible tobacco, vaping devices, hookah, and cannabis products. The Department of Public Health, Beaches and Harbors, and Parks staff enforce, with citations issued by inspectors and the Sheriff.
Violations are infractions with administrative fines starting around $250 and rising for repeat offenses. Businesses that fail to post signage or stop on-premises smoking can face additional Public Health citations and permit consequences.
