754: smoking is prohibited within a minimum of 15 feet of any entrance, exit, operable window, or ventilation intake that serves a space where smoking is already banned. That 15-foot rule was added by Ord. No. 384-09-19 in September 2019, amending a section that previously covered only indoor prohibitions. 753 to include inhaling, exhaling, burning, or carrying any lit cigar, cigarette, or other tobacco product, plus alternative nicotine products, cannabis, and electronic cigarettes. 756 carves out limited exemptions: private residences (unless used as childcare, adult day care, or a health care facility), private vehicles, up to 25% of a hotel or motel's rented rooms if designated smoking rooms, retail tobacco and e-cigarette stores that don't leak smoke into smoke-free areas, stage productions where a cast member smokes as part of the performance, and shared nursing-home rooms where every occupant has requested smoking be allowed. 759. The Springfield Police Department and other designated city personnel enforce the article and can inspect for compliance during a business's regularly scheduled inspections.
