14, added effective January 1, 2020 to align with Illinois's Cannabis Regulation and Tax Act, separately restricts cannabis possession under subsection (b) and cannabis usage under subsection (c). The usage ban in (c) is broader than the possession rules: it prohibits cannabis use by anyone under 21 outside the medical cannabis pilot program, in a school bus, on preschool or K-12 school grounds, in any correctional facility, in any motor vehicle, in a private residence used for licensed child care, in any public place, and knowingly in close physical proximity to anyone under 21 who isn't a registered medical patient.

"Public place" is defined in subsection (a) as anywhere a person could reasonably expect to be observed by others, including government-owned or leased buildings, but excluding a private residence unless it's used for licensed child care or similar social service care. 13, barring cannabis smoking anywhere smoking is otherwise prohibited, such as within 15 feet of a municipal building entrance. Every violation carries a flat $300 fine under subsection (e), of which $100 is earmarked for the city's marijuana leaf identification fund, a dedicated account created to train Springfield police and fire personnel on cannabis enforcement, buy or maintain related equipment, and fund public education about cannabis use. 07, was carried forward into the 2020 cannabis-use rule.
