Springfield, IL Public Conduct: Skateboarding Rules (2026)

12(a), added by Ord. No. 463-07-07, bars anyone from riding a skateboard or other human-powered vehicle on a public sidewalk, public plaza, or within any public parking lot or parking ramp inside the downtown business district, defined by the code as the area bounded by Carpenter Street on the north, Cook Street on the south, Second Street on the west and Ninth Street on the east. The only riders exempted are properly trained personnel on police-issued bicycles or police-issued Segways. 12(b) still lets the city traffic engineer post signs on any sidewalk or roadway banning bicycles, skateboards, or human-powered vehicles, and once a sign is up, disobeying it is itself a violation.

12(c) preserves pedestrian priority everywhere sidewalk riding is otherwise allowed: a bicyclist on a sidewalk must yield and either turn off or dismount when meeting or passing a pedestrian. 10's ban on reckless or dangerous riding.
