Woodbury, MN Public Conduct: Outdoor Smoking Restrictions (2026)

Section 16-68 of the Woodbury City Code, part of Chapter 16's parks and recreation regulations, imposes two separate tobacco restrictions on city-owned recreational land. Subsection (a) is a proximity rule: no person may use any form of tobacco product within 100 feet of any beach, athletic field or playground located within a "public site or open space," a term the code defines to include any park, playground, pond, sidewalk, stormwater holding area, trail, or other city-owned or controlled area used for recreation or natural resource preservation.

Subsection (b) is a blanket ban at three named facilities: no tobacco product may be used anywhere on the grounds of Central Park, Ojibway Park or the Sports Center, regardless of distance from any beach, field or playground. The tobacco rule was adopted by Ordinance No. 1817 in 2009 and later amended by Ordinance Nos. 1939 (2017) and 2022 (2022) to update the facility list. under § 16-66 and the vehicle traffic rules of § 16-67. Woodbury also separately bans smoking cannabis flower, cannabis products and hemp-derived products in public places citywide under § 13-12, so a park visitor faces two overlapping smoking prohibitions depending on the substance involved.
