Lake Havasu City Code § 11.06.390 bars any person from possessing or consuming alcoholic beverages at any time in any city park, except under a park use permit issued under Article II of Chapter 11.06. Subsection B goes further on sales: the city may not approve a special event liquor license application seeking to sell alcoholic beverages on park grounds at all, unless the park is exempt under subsection C. Subsection C gives the City Manager authority to designate specific parks as exempt from both the possession/consumption ban and the sales-license restriction, but that designation only takes effect once the City Council ratifies it by action, so no single city official can open a park to alcohol on their own.

The ban sits inside Division 2's general park rules alongside § 11.06.370's separate glass-container ban, meaning even permitted drinking in an exempt or permit-covered setting still cannot involve glass bottles or cups. Enforcement falls to Lake Havasu City Police Department officers patrolling city parks, with violations processed as code violations rather than under the state's open-container statutes. Because the underlying prohibition applies at any time, day or night, the alcohol ban is not tied to the park's posted operating hours under § 11.06.300; a permit is required regardless of when the drinking occurs.
