Section 10.08.180 defines a scooter as a human-powered device with a deck, at least two tandem wheels and a handlebar, without a motor; a skateboard the same without a handlebar; and skates as wheeled devices worn on the feet. Riders on public roadways, sidewalks and in city parks must obey traffic-control signals and signs, ride as close as practicable to the right-hand curb or a bicycle path or lane, signal turns, yield the right-of-way when crossing a sidewalk, bicycle path or multi-use path, yield to pedestrians and disability mobility devices, and give an audible signal before passing a pedestrian.

Riding is barred on any public roadway with four or more marked traffic lanes or a posted speed limit above 35 mph, on public property posted against the activity, and on private property without permission. Riders under 16 must wear a protective helmet at all times on any public roadway, sidewalk or in a city park. From dusk to dawn, every rider on a public roadway, sidewalk or in a city park must run a front lamp visible from 500 feet and a rear red reflector or lamp visible from 50 to 300 feet.

A violation is a civil offense, not a misdemeanor, capped at a $25 court-fixed sanction per violation, the lightest penalty tier in the traffic title, reflecting that the ordinance regulates how the devices are used rather than banning them outright.
