Pico Rivera, CA Public Conduct: Public Alcohol Use (2026)

Section 9.08.010 states that no person shall drink any alcoholic beverage upon any public street, alleyway, sidewalk or parkway, or in any public buildings, public lavatories, auto park or lobby or entrance way to any public building within the city, except as hereinafter provided. Section 9.08.020 extends the ban to any public school ground, stadium or athletic field in school use, and any city, county, or jointly controlled park, building, or recreation facility, carving out three exceptions: a council-authorized and licensed concession facility, a park offering overnight vehicular or equestrian accommodations authorized by the council, or a public building leased to a community group with council authorization and a license.

Section 9.08.025 defines alcoholic beverage broadly to include any liquid or solid meant to be ingested that contains ethanol, cross-referencing Business and Professions Code Section 23004 and naming beer, wine, spirits, and liqueur among covered drinks. The same article separately criminalizes public intoxication: Section 9.08.040 bars a willfully intoxicated person from appearing on any public highway, street, park, or playground, and Section 9.08.070 bars sleeping on a sidewalk or street or disturbing the peace while intoxicated. The Los Angeles County Sheriff's Pico Rivera Station enforces these open-container and public-intoxication rules.
