The chapter's chapeau in Section 8.48.020 states that smoking shall be prohibited in the following public places, followed by six enumerated categories at subsections A through F: school campuses while pupils are present or at school-sponsored activities, public buildings owned by a public agency, licensed child day care facilities, public parks operated by a public agency, polling places during an election or vote count, and retail establishments that sell electronic cigarettes. Section 8.48.010 defines smoking broadly as engaging in an act that generates smoke, covering lit cigarettes, cigars, hookah pipes, and operating electronic cigarettes, so the ban at public parks reaches vaping as well as combustible tobacco.

Section 8.48.015 preserves any stricter smoking restriction found elsewhere in state or local law, meaning a park with its own posted no-smoking signage under a different program can still apply that separate rule. Because the list of covered locations is specific rather than a general outdoor ban, an open sidewalk, a parking lot, or a private yard is not covered by Section 8.48.020 itself. The Los Angeles County Sheriff's Department and the city manager or a designee, per Section 8.48.040, enforce the ban at the listed public locations.
