Parsippany-Troy Hills, NJ Public Conduct: Public Marijuana Use (2026)

Two provisions of the Parsippany-Troy Hills Township Code deal with consuming cannabis outside a home, and they cover different places.

The first is § 119-4F(2), in the cannabis chapter. The consumption of cannabis items through smoking, vaping, aerosolizing or other means, with edibles given as the example, is prohibited within or on the grounds of any licensed cannabis establishment within the Township. The clause reaches the grounds, not just the sales floor. Chapter 119 is enforced by the Code Enforcement Officer or a designee and adjudicated in the Parsippany-Troy Hills Municipal Court.

The second is § 290-18, the parks smoking ban. Smoking is prohibited in all Township parks, including athletic fields, sports courts and play areas, and the Parsippany Police Athletic League Youth Center at 33 Baldwin Road, except municipal golf courses. It is permitted only in adjacent parking areas located outside of a public park or athletic field. The definition in § 290-7 is not limited to tobacco: smoking includes the burning of, inhaling from, exhaling the smoke from, or possession of a lighted cigar, cigarette, pipe, or any other matter or substance that can be smoked, and the inhaling or exhaling of smoke or vapor from an electronic smoking device. The Police Department enforces the park rule, and any person can start enforcement by registering a complaint with the Police Department.

Section 119-2 also defines public place or quasi-public place to include a public street, sidewalk, park, playground and parking lot, but the consumption ban in § 119-4F(2) is worded around licensed establishments. Consumption on other public property is not addressed by the two sections quoted here, and this page covers only what the Township Code prints.
