101, adopted by Ordinance No. 3193 effective November 14, 2019, defines "smoke" to include, but not be limited to, tobacco smoke, electronic cigarette vapors, and marijuana smoke, and defines "smoking" as inhaling, exhaling, burning or carrying any lighted, heated or ignited cigar, cigarette, cigarillo, pipe, hookah, electronic smoking device, or any plant product intended for human inhalation, language broad enough to reach cannabis flower regardless of the delivery method. 102 then prohibits smoking in public places (a term defined to include streets, sidewalks, plazas, bars, restaurants, stores, parks, playgrounds, and outdoor dining areas open to the public), inside places of employment, and within 20 feet of any door, window, opening or vent into a public place.
