06 makes it unlawful to roller skate on any roadway, or on a sidewalk located in a business district as that term is defined in the California Vehicle Code. The same section separately bans riding in, on or by means of any coaster, toy vehicle or similar device, or any mechanical device propelled by or upon roller skates or skate wheels to which a board or a wooden or metal box is attached. The ban applies specifically to roadways citywide and to sidewalks inside business districts; it does not by its terms reach residential sidewalks outside those districts.

'" Alhambra first adopted the roller-skate restriction under the 1986 Code and re-passed the current skateboard-inclusive version by Ordinance 4323 on July 14, 1997, folding skateboards explicitly into a rule that originally targeted roller skates and coaster wagons. The Police Department enforces the chapter, and because the offense is defined as an infraction rather than a misdemeanor, an officer issues a citation rather than making a physical arrest for a first violation.
