68 regulates conduct in every Town park, playground, recreation center, ballfield and open space. 040(b) prohibits riding or operating a skateboard, in-line skates or roller skates in any manner that can damage persons or property, specifically naming stages, stairs, rails, tables, benches, curbing, walls, trees, the amphitheater, buildings or grass as off-limits for jumping or grinding. The same subsection carves out two exceptions: skating that follows the posted rules inside the fenced skate park, and safe riding on paved walking areas or designated paths that are not specifically posted off-limits.

060 sets the skate park's own rules: every user must wear a helmet, elbow pads and knee pads at all times inside the fence, consistent with California Health and Safety Code Section 115800, and the facility is limited to BMX bicycles, skateboards, roller skates and in-line skates. Smoking, alcohol, drugs, food, drink, graffiti, profanity, amplified music and spectators inside the fence are all barred, and users must acknowledge the sport is hazardous and skate at their own risk. 070 requires the Parks and Recreation Manager to post these rules at the entrance.
