Boulder, CO Public Conduct: Skateboarding Rules (2026)

Section 5-6-8 is a single-sentence, zero-tolerance rule: no person may ride a skateboard, skates, a coaster, or any similar device anywhere on the mall. "Mall" is a defined term in the Title 5 definitions section, Section 5-1-1: it means the Downtown Boulder Mall as established by Ordinance No. 4267, the pedestrian-only stretch of Pearl Street, not the city's sidewalks, bike paths, or streets generally. The section contains no exceptions for early-morning riding, professional demonstrations, or city-permitted events, unlike neighboring Section 5-6-9, "Projectiles on Mall," which does carve out an exception for licensed jugglers performing under a special entertainment permit.

Read together, the two sections show the city treating the mall as a pedestrian-only zone where wheeled recreation and thrown objects are both barred by default. Boulder Police and downtown mall rangers enforce the skateboard ban on patrol, and a citation is prosecuted in Municipal Court under the Title 5 general penalty in Section 5-2-4: a fine of up to $2,650 per violation, up to ninety days in jail, or both, with jail requiring proof the riding was intentional, knowing, or reckless rather than a passing mistake.
