Howard County, IN Public Conduct: Skateboarding Rules (2026)

03 prohibits operating a skateboard or any other wheeling or sliding device, defined to include roller skates, in-line skates and bicycles, on county property at any time. County property is defined narrowly: the ground Howard County owns adjacent to the County Courthouse, the County Government Building and the County Administration Center, including the lawn, walks, disability ramps, steps, walls, retaining walls, planters and curbs, but not the city sidewalks bordering that ground. 98. C. 34-28-5-3, a county law enforcement officer who has a good-faith belief the ban was violated may detain the person long enough to explain the violation, obtain identifying information, and deliver a written notice, though the officer cannot search a detained person's cell phone without a warrant, probable cause tied to a crime, or other legal authority.

The ordinance carves out wheelchairs, strollers and similar mobility devices used to help an elderly, disabled or otherwise assisted person get around, and it does not stop anyone from riding a bicycle for transportation. The Howard County Sheriff's Department and the county's court security officers enforce the ban.
