On a sidewalk or paved recreational path or trail, a motorized skateboard that has an electric motor and is stood upon, or sat upon with a minimum seat height of 24 inches, is allowed only if the rider stays off it between sunset and sunrise or whenever poor light hides persons and vehicles within 1,000 feet, does not exceed 15 miles per hour, and rides with due regard to pedestrians, bicycles, animals and surface hazards.
