Mount Prospect, IL Public Conduct: Skateboarding Rules (2026)

Section 18.1103 of the Mount Prospect Village Code regulates motorized skateboards, not ordinary ones. It defines the term as any device with a deck or platform on which a person can stand or sit, with two or more wheels, propelled by any type of motor or engine. The definition carves out motor vehicles, motorcycles, motor driven cycles, motorized pedal cycles, and motorized wheelchairs or other devices designed and used to transport a person with a disability, each as defined in the Illinois Compiled Statutes.

Subsection B is a flat ban on operation: no person operates a motorized skateboard on any public or private street, public sidewalk, public parking lot, public bike path, public park or other public property. Subsection C gives the police a remedy beyond the ticket. A peace officer who cites a rider can impound the board, and the person or owner recovers it from the impound 24 hours after the citation was written on payment of a fee set in appendix A, division II. That fee includes the village's cost of removing the board to the impound. If the person presents a signed court order showing a not-guilty finding, the village refunds the fee. Subsection D exempts police, fire, village, park district and U.S. postal service vehicles driven by an employee in the course of duties, motorized wheelchairs, and motorized skateboards approved for use in a village sanctioned parade.

Unpowered skateboards meet narrower place-specific rules. Section 18.1323G authorizes the Village Manager to regulate village parking lots and parking decks, including prohibiting roller-skating, skateboarding or other non-vehicular use that presents a danger to the use of the facility for parking of motor vehicles or to the persons engaged in such unpermitted use, enforced through posted signs and police department patrol. Section 23.302E lists the use of skateboards, rollerblades, roller skates and bicycles in the municipal parking garage among the acts treated as trespass.
