Rochester Hills, MI Public Conduct: Skateboarding Rules (2026)

Section 74-66, titled 'Roller skating or coasting,' is part of Article II, Division 2 of the parks chapter, the same division that sets park hours (Sec. 74-61), closed areas (Sec. 74-62) and motor-vehicle rules (Sec. 74-63). It makes it unlawful to roller skate or to coast with skateboards, hand sleds, bobsleds, carts, or other vehicles on wheels or runners anywhere in a city park except on pathways the city has designated for that use, and it separately requires that such vehicles be operated in a safe manner regardless of where they are used.

The section, carried forward from 1976 Code section 7-10.07.06, sits beside other pathway-specific park rules, including section 74-65's ban on skating on park lake or pond ice except at posted times and places, and section 74-64's rule that bicycles may operate in a park except where prohibited and must not be ridden in an unsafe manner. Because this section does not fix its own fine, a skateboarding violation defaults to the Code's general penalty in section 1-16, and enforcement runs through the park employees and agents designated under section 74-29 or any officer under section 1-14.

The rule applies to every city park designated by council resolution under section 74-28, including Bloomer Park and the parks along the Paint Creek Trail and Clinton River, though the separate trailways rules in Article III govern the paved Paint Creek Trail corridor itself rather than this section.
