Stonecrest Code § 19-31(h) bars skateboards from the internal roadways of City recreation facilities. It makes it unlawful for any person to operate a skateboard on any street, lane, way, road or parking lot in a recreation facility in the City, carving out an exception for pedestrian sidewalks and for any area the Director or a designee designates for skateboard use by posted signage or published rules. The rule sits inside § 19-31's broader list of park-specific prohibitions, which in the same section bans possessing paint or glass containers, riding bicycles on athletic fields, riding non-motorized cycles on pedestrian-only trails, hunting or killing wildlife without written permission, polluting park water, posting unauthorized signs, and unlawful camping or storing personal property in a recreation facility.

Section 19-1 defines a skateboard within the broader term 'vehicle,' listing it alongside bicycles, scooters, go-carts and ATVs for purposes of chapter 19's vehicle-related rules, and § 19-28 separately restricts motorized vehicles to designated roadways, showing the City treats wheeled recreation devices as a distinct category from pedestrian use. Enforcement of § 19-31 follows the standard chapter 19 path: § 19-2 lets an authorized law or code enforcement officer issue a citation or warning or simply order the person to leave the park, and § 19-3 applies the chapter 1 general penalty to any violation of the chapter.
