West Covina, CA Public Conduct: Skateboarding Rules (2026)

Section 22-80, adopted by Ordinance No. 1776 in March 1988, sets five distinct prohibitions. Subsection (a) bans riding, propelling or parking a skateboard, roller skates, coaster or scooter on any street or road citywide, and on any sidewalk located in a business district, both without any posting requirement. Subsections (b), (c) and (e) add conditional bans, effective only once a property posts the prohibition under Section 22-82, covering sidewalks in front of a place of public assembly, parking lots or structures designed for motor vehicles, and private sidewalks in a commercial or business complex including a shopping center.

Subsection (d) repeats the street/road ban and adds that no one may even leave a skateboard or scooter parked on a street or road. Section 22-82 specifies that a valid posting must be displayed in plain view at all entrances, on a sign at least 17 by 21 inches with lettering at least 1 inch tall. Section 22-81 lets the police department impound an illegally parked skateboard, roller skates, coaster or scooter, releasing it under conditions the chief of police sets. Section 22-83 exempts devices used solely to transport infants, invalids or incapacitated persons, or to carry purchased merchandise, and lets a place of public assembly waive the ban during hours it is closed if the waiver itself is posted under Section 22-82.
