Ogden, UT Public Health Rules: Food Handler Certification (2026)

Under Ogden City Code § 5-13B-5(A), the sidewalk vending license application requires a list of all persons or employees operating the cart or preparing food for sale, together with proof of a current food handler's permit for those individuals, as item 6 of the required information. Applicants must also submit a valid copy of applicable health permits from federal, state or local authorities under item 3, and a bathroom agreement with the Weber Morgan Health Department for facilities within 300 feet of the cart, renewed annually, under item 7.

Once operating, § 5-13B-6(D) requires food vendors to maintain lighting of at least 215 lux (20 foot-candles) over areas where food is handled, and § 5-13B-6(E) requires vendors selling food to adhere at all times to the Utah Department of Health food service sanitation rule, R392-100, covering temperature control, adequate storage and safe handling. Section 5-13B-7(E) further requires food cart exteriors to be weather resistant and interiors to be smooth, nonporous and cleanable, with additional Weber Morgan Health Department requirements for water tanks and waste receptacles. The Weber Morgan Health Department reviews every application under § 5-13B-5(B) alongside planning, fire and police before the mayor's designee grants the license.
