Casa Grande, AZ Public Health Rules: Rodent Control (2026)

Casa Grande's public nuisance ordinance targets rodent harborage directly. Section 8.12.040(1) declares privies, vaults, cesspools, sumps and pits a nuisance whenever they are not securely protected from insects or rodents, or are foul or malodorous, and § 8.12.040(6) separately reaches accumulations of trash, litter, rags, boxes, crates, mattresses, bedding, straw, hay or other packing material, and lumber that is not neatly piled, whenever the pile lets insects breed or multiply or provides harborage for rodents. Related § 8.12.200 declares cesspools, open vaults and privies within the City a nuisance outright and requires the owner to remove, fill and abate them, unless the City Engineer grants temporary permission for good cause.

Under § 8.12.020, the recorded property owner, occupant, lessee, manager or agent with an interest in the parcel is jointly and severally responsible for correcting a rodent-harborage condition, and § 8.12.030 backs the itemized list with a general definition covering any condition that injures or endangers health or safety. Because the ordinance is written around conditions that attract rodents rather than the animals themselves, a property owner is liable for the harborage condition, such as an open cesspool or an unprotected trash pile, whether or not an inspector documents an active rodent problem on the lot.
