Casa Grande, AZ Public Health Rules: Syringe Disposal (2026)

Casa Grande Municipal Code Chapter 8.08 treats used syringes and other medical sharps as a category of specially treated solid waste requiring extra handling before they ever reach the Landfill. Section 8.08.010.I defines medical sharps broadly to include hypodermic needles, syringes, pipettes, scalpel blades, blood vials, needles attached to tubing, and broken or unbroken glassware and slides used in animal or human patient care, medical research, or clinical laboratories. Before disposal, § 8.08.080.J requires the user to encapsulate those sharps, either at the Landfill itself or before placing them in a container designated for Landfill deposit, and § 8.08.010.C supplies the two accepted methods: sealing the sharps in a rigid, puncture-proof, leakproof container with a locking cap after using an encapsulation agent or similar process, or grinding them until they are unrecognizable and incapable of causing a stick injury.

Section 8.08.080.H folds medical sharps into the chapter's broader specially treated solid waste category, which must be containerized under whichever is more stringent of Arizona Revised Statutes Title 49, Chapter 4, the Arizona Administrative Code Title 18, Chapter 13, or this chapter of the Municipal Code. Because it is specially treated solid waste, § 8.08.120.C also means sharps can only be picked up by appointment, made at least two business days in advance with the office of the public services director, rather than left out with routine trash.
