Coon Rapids, MN Public Health Rules: Rodent Control (2026)

Section 12-307 of the Building Maintenance and Occupancy Code sets three duties for every property owner in Coon Rapids. First, structures and exterior property must stay free from rodent harborage and infestation; boxes, lumber, scrap metal and similar material that can shelter pests cannot be allowed to accumulate in or outside a structure, and any exterior storage that is permitted must be neatly stacked. Second, anything that could serve as a food source for pests, indoors or on the premises, must be stored so it does not attract them.

Third, every exterior opening a half inch or wider must be sealed, closing off the gaps rodents use to enter walls, foundations and crawl spaces. The Chapter's definitions section, section 12-304, defines 'Pests' as rodents, insects at any stage of development, and other destructive or offensive vermin including rats, mice, flies, roaches and fleas, and 'Infestation' as the presence of pests in large numbers within or contiguous to a structure. The rule applies to every residential and nonresidential structure and premises in the city, occupied or unoccupied, under section 12-302.

The Compliance Official, defined at section 12-304(6) as the City Manager or the Manager's designated agents, administers and enforces the chapter and may schedule inspections of rental units or investigate complaints under section 12-315(1). Where an inspection finds a violation, section 12-315(2) requires a written compliance order describing the violation, setting a correction deadline, and stating appeal rights; the property owner has 10 business days under section 12-315(4) to appeal to the Board of Adjustment and Appeals, with a further appeal to the City Council under section 11-305.6. A rental license tied to an uncorrected property can be suspended, revoked or not renewed under section 12-315(7).
