Kenner, LA Public Health Rules: Rodent Control (2026)

Sec. 5-91 requires every dwelling, dwelling unit, yard, lawn, court, alleyway, and accessory structure in Kenner to be kept clean and free from any accumulation of dirt, filth, garbage, rubbish, or similar matter, and free from vermin and rodent infestation; every structure must also be ratproofed in accordance with existing ordinances. That standard sits alongside two construction requirements: Sec. 5-88 requires every foundation wall, exterior wall, and roof to be substantially weathertight, watertight, and rodent proof, and kept in sound condition; Sec. 5-89 requires every window, exterior door, and basement door to be rodent proof, with ventilation openings screened at not less than sixteen mesh per inch to keep out insects as well as vermin.

The Division of Housing Improvement, within the Department of Inspection and Code Enforcement, enforces these standards. Its administrator or an authorized representative may enter a dwelling during reasonable hours to inspect for compliance under Sec. 5-66, and refusing entry is itself unlawful under Sec. 5-67; a municipal court warrant is available under Sec. 5-68 if access is denied. A confirmed rodent or vermin violation also counts as prohibited conduct that can support a problematic rental property finding: Sec. 5-212(11) lists failure to comply with the Sec. 5-91 cleanliness and vermin infestation standard among the conduct that triggers a notice to abate under Sec. 5-213 against both the owner and any occupants.
