Within the perimeter of the foundation of any building which requires a building permit, the base course of all fill which is used to support a concrete slab shall be treated against termite infestation. The soil treatment shall be applied by a duly licensed applicator in accordance with the rules and regulations of the Arizona Structural Pest Control Commission. Termite retardant chemicals shall be applied prior to placing the concrete.

Full Breakdown
The city's local amendment to the International Building Code's Section 2304.12 requires the fill supporting any concrete slab within a permitted building's foundation to be treated against termites before the pour, using an applicator licensed under Arizona Structural Pest Control Commission rules. If treated soil is later disturbed, or concrete isn't poured within the chemical's labeled time limit, the soil must be retreated to the same standard. Accessory buildings under 200 square feet in Group R or U occupancies, and buildings with metal, masonry or concrete floors and walls, are exempt. The building official can require certification listing the applicator, license number, chemical used and treatment date.
Violations & Fines
A violation of this chapter is a Class 1 misdemeanor under Maricopa City Code § 15.05.210(A), with a civil penalty available as an enforcement alternative; each missed permit step counts separately.
