Naperville, IL Public Health Rules: Rodent Control (2026)

Section 4-2-5, Subsection 2 requires that food waste "shall be placed in plastic bags when produced by any hotel, restaurant, cafe, lunch counter, market, or any retail food establishment," and "the plastic bags are to be tightly sealed and of sufficient quality and strength to minimize rips or tears," with "leakage of liquids of any type from a commercial waste container" strictly prohibited. From April through October, "each container and the interior of the enclosure must be disinfected on a weekly basis to eliminate odors and prevent infestation of insects or rodents," and cleanup of any strewn waste, whether caused by employees, wind, birds or animals, or leakage, is the business owner's responsibility.

" Enclosures "shall be kept in good repair, clean of filth and other debris, to prevent the infestation of insects and rodents," and may not be used to store anything besides the refuse and grease containers themselves. Residential curbside carts are exempt from the screening rule. Food establishments must also provide at least two days of container capacity and remove waste at least twice weekly under Subsection 1, and grease must be collected in leakproof containers on a nonpermeable surface under Subsection 4, both reinforcing the same vermin-prevention purpose.
