Woodland, CA Public Health Rules: Rodent Control (2026)

Woodland Municipal Code § 15.04.080 replaced Chapter 10 of the 1997 Uniform Housing Code with the city's own substandard-building standards, and two of those standards target rodents directly. Section 1001.2, defining Inadequate Sanitation, lists as item 12 an infestation of insects, vermin or rodents as determined by the code enforcement officer, making that determination alone enough to support a sanitation finding against a dwelling or hotel. Section 1001.11, Hazardous or Unsanitary Premises, separately reaches the property itself: premises with an accumulation of weeds, vegetation, junk, dead organic matter, debris, garbage, offal, rodent harborages, stagnant water, or combustible materials that constitute a fire, health, or safety hazard are declared hazardous or unsanitary.

Either finding, standing alone or combined with the others listed in Section 1001, such as structural hazards, faulty weather protection, or hazardous electrical wiring, supports a determination that a building or its premises is substandard under Section 1001.1, which ties the definition to California Health and Safety Code § 17920.3. A substandard-building finding is what opens the door to the abatement and correction process Woodland's code enforcement officers and Building Official use citywide, and it functions independently of the general property-maintenance nuisance provisions in other titles of the Woodland Municipal Code.
