The rental housing inspector or his designee is authorized to make inspections of any rental property: (1) On a regular basis to conduct routine, periodic inspections pursuant to an inspection plan for the purposes of determining whether that dwelling is in compliance with all applicable laws, ordinances, and regulations...In the event that the rental housing inspector elects to perform routine periodic inspections, the rental housing inspector shall develop plans and schedules for routine periodic area inspections. Such plans and schedules shall be considered public documents.
