Full Breakdown

A tenant can trigger an inspection by filing a complaint with Hoover's rental housing inspector. If the inspector confirms a violation of the rental property article or another city code, written notice goes to the owner, property agent, and tenant, describing the violation and setting a deadline to fix it. All three parties, including the tenant, have twenty calendar days from receipt to appeal the inspector's decision to the building code board of appeals.

Violations & Fines

Missing the 20-day appeal window forfeits the right to challenge the violation finding; unresolved violations can lead to citation, fines, or suspension of the property's rental certificate.

Frequently Asked Questions

How does a tenant start a rental complaint in Hoover?
File it with the rental housing inspector, who is authorized to inspect in response to a complaint that an alleged violation of the rental property article may exist.
