Perth Amboy, NJ Short-Term Rentals: Insurance Requirements (2026)

Section 369-4E of the Perth Amboy City Code, part of Chapter 369 (Short-Term Rentals) adopted by the City Council on 6-24-2024 as Ord. No. 2169-2024, lists three items the owner must provide attached to and concurrent with the permit application. The first is proof of the owner's current ownership of the short-term rental unit. The second is proof of general liability insurance in a minimum amount of $500,000. The third is written certifications from the short-term rental property agent and the responsible party that they agree to perform all of the respective duties specified in the section.

The subsection prints the dollar figure and the words general liability, and it sets the amount as a minimum. Because the application is renewed annually under § 369-3E and § 369-4A, the proof travels with each yearly filing to the City Department of Code Enforcement. An application that arrives without the insurance proof is not complete, and § 369-5A starts the 30-day decision clock only for an application submitted complete with all required information, documentation and fees.

The insurance requirement sits beside the other filing conditions. The application is furnished under oath and must include the owner's sworn acknowledgement that he or she has received and reviewed the chapter (§ 369-4A(8)). The initial application needs documentation of a fire safety and Property Maintenance Code inspection within the past six months (§ 369-4B), and a zoning compliance certificate is required under § 369-4C. The initial registration fee is $250 and renewal is $200 under § 369-3.

Insurance matters because Chapter 369 makes the owner answerable for what happens on site. The chapter defines a DANGEROUS CONDITION as a condition that creates a substantial risk of injury to life and/or property. Under § 369-3A an existing rental with more than one documented dangerous condition in the last year cannot qualify for a permit, and under § 369-6I a complaint involving a dangerous condition allows the Director of Code Enforcement or the Business Administrator to suspend the permit pending substantiation.
