Under § 369-6J, when the City receives two substantiated complaints concerning excessive vehicles belonging to the transient occupants, the permit for the property is subject to revocation by the Director of the City Department of Code Enforcement or the Business Administrator, or their designees. Written notice of revocation with reasons is issued within 30 days, the applicant has 10 business days to appeal in writing to the City Council, and the Council hears and decides the appeal within 30 days. A substantiated complaint is defined in § 369-1 as a civil or criminal complaint, summons, or notice of violation supported by substantial evidence. A revoked property cannot be the subject of a new permit application for one year under § 369-6I.
