Buildings with four or more units generally cannot be used for non-owner-occupied STR unless they were grandfathered into the program. Shared rooms in the host's primary residence are treated as owner-occupied. Violations of the night cap trigger permit revocation in addition to fines.
Exceeding the 60-night cap can result in permit revocation, fines up to $2,000 per offense, and referral to state tax authorities for unpaid occupancy taxes.
