GJMC 21.04.030(d)(5)(iv)(A) sets the occupancy formula for every permitted short-term rental unit: the number of occupants present at any given time cannot exceed two persons per bedroom plus two additional renters, and the operator counts within that additional-renters allowance rather than on top of it. The Director can depart from the formula, up or down, when the size, configuration, or structural features of a specific unit justify a different number, so the two-per-bedroom-plus-two baseline is a default rather than an absolute figure for every property.

Subsection (C) requires the resulting number to be written into the permit itself, so the maximum occupancy is not left to the general formula alone once a unit is permitted; it becomes an enforceable condition specific to that address. The occupancy cap works alongside the posted-notice requirement in GJMC 21.04.030(d)(5)(vi)(B), which obligates the owner to post the unit's maximum occupancy restriction in a highly visible, readily accessible location for guests to see, tying the numeric limit to a physical compliance check the City or a complaining neighbor can verify on site.
