Martinez has not adopted a short-term rental ordinance and does not impose an STR-specific off-street parking ratio. Any rental dwelling must satisfy the off-street parking requirements that already apply to its underlying residential use under the Martinez Zoning Code (Title 22), and on-street parking by guests is subject to the citywide rules in Title 10 of the Municipal Code, including the 72-hour vehicle-storage limit under California Vehicle Code Section 22651(k).
Because Martinez does not regulate short-term rentals as a distinct land-use category, there is no separate STR parking ratio in the Municipal Code. Off-street parking continues to be governed by the requirements set out in the Zoning Code (Title 22) for the underlying residential use - typically two off-street spaces for a single-family dwelling, with additional standards for accessory dwelling units that follow California Government Code Section 65852.2 (which restricts cities from requiring replacement parking when a garage is converted to an ADU and limits required ADU parking near transit). For dwellings operating under the city's bed-and-breakfast / lodging framework cross-referenced in MMC Section 22.04.051, conditions of approval may require parking adequate for the number of guest rooms, but those conditions are tied to the entitlement and are not a city-wide STR rule. Guests using on-street parking are subject to the standard citywide rules in Martinez Municipal Code Title 10, including curb-color restrictions (red, yellow, white, blue, green), posted time limits, and California Vehicle Code Section 22651(k), which authorizes towing of any vehicle parked on a city street for more than 72 consecutive hours. Contra Costa County's STR parking standards (one off-street space for 3 or fewer bedrooms, two for 4+ bedrooms) are part of Ordinance 2020-12 / Chapter 88-32 and apply only in unincorporated areas of the county; they do not control parking inside Martinez city limits. Hosts are encouraged to disclose driveway and on-street conditions in listings to avoid guest citations.
On-street parking violations are enforced by the Martinez Police Department under Title 10 and can result in citations and tow under California Vehicle Code Section 22651(k) for vehicles parked more than 72 consecutive hours, blocked driveways, red curbs, or street-cleaning violations. If a dwelling operates under a B&B or conditional use approval, failure to maintain required guest parking can be enforced by Code Enforcement as a violation of the underlying conditions of approval.
