San Ramon requires off-street parking for all residential uses, and STRs cannot rely on on-street parking to accommodate guest vehicles. Most HOAs in Canyon Lakes, Gale Ranch, and Windemere further restrict guest parking, require vehicle registration, and ban overnight street parking in certain circumstances.
The San Ramon Municipal Code requires a minimum of two covered off-street parking spaces per single-family dwelling and additional spaces for multifamily units. For any transient lodging use, guest vehicles must be accommodated on-site; using the public right-of-way as overflow parking violates the zoning code and can trigger enforcement through the Community Services Division. Streets in many San Ramon neighborhoods are narrow with limited curb space, and vehicles parked in the street for more than 72 consecutive hours violate California Vehicle Code 22651(k) and can be cited or towed. Many master-planned communities and cul-de-sacs also enforce overnight parking restrictions through HOA rules or posted signage. HOA-controlled common drive aisles and private streets in gated or semi-private communities are subject to HOA enforcement independent of the City. Canyon Lakes, Gale Ranch, Windemere, and Bollinger Canyon communities typically require residents and guests to register vehicles, limit the number of guest vehicles, prohibit RVs/boats/trailers from street parking, and allow towing of unregistered or overnight vehicles from private streets. For any permitted transient lodging, the Conditional Use Permit will specify the exact number of parking spaces required based on room count, anticipated guest vehicles, and staff parking. Guest cars blocking sidewalks, driveways, or fire hydrants are subject to immediate ticketing and towing under CVC 22500 and San Ramon Municipal Code. AB 2097 (2022) eliminates parking minimums within one-half mile of major transit, but most San Ramon neighborhoods fall outside this exemption. Operators should advise guests in advance about the exact parking plan and the number of vehicles permitted.
